SuperPaint - to get a better scaled drawing - select the paint image and choose Copy to Drawing from the Edit menu.  Delete the original in the paint layer so it does not obscure the draw-layer image.  In the draw layer, select the object and choose Scale Section from the Edit Menu.  Click on 25% or type in a percentage.  (Do not enter a percentage lower than 25% if you want to keep all the pixels in the reduced version.
